All private development projects in Hong Kong, with the exception of exempted works, are under the jurisdiction of the Buildings Ordinance. All construction professionals including architects, engineers, surveyors and contractors who are involved in the planning, design, construction and/or maintenance of building works are required to comply with the requirements of the Buildings Ordinance and Building Regulations.
This is the first course of a series of Web-CPD courses on the Buildings Ordinance and Building Regulations. It will cover the Ordinance's objectives and control mechanism including the implementation of Building Regulations, Codes of Practice, Practice Notes, etc. The roles and responsibilities of the statutory agents such as the Authorized Person (AP), the Registered Structural Engineer (RSE), the Registered Geotechnical Engineer (RGE), the Registered Inspector (RI), and the Authorized Signatory (AS) are explained. The power of the Building Authority, statutory approval process of building plans, preparation of site supervision plans, issue of occupation permits, as well as the offences and appeal under the Buildings Ordinance are highlighted. This first course gives an overall comprehension of the Buildings Ordinance and its key associated documents.
The Speaker, Ir Patrick Ng, has 40 years of experience and is uniquely qualified as statutory agents both as the AP, RSE, RGE & RI, as well as AS for contractor. He is a member of the Appeal (Building) Tribunal and a member of the Authorized Persons', Registered Structural Engineers' and Registered Geotechnical Engineers' Disciplinary Board Panel. He will share some practical insights for fellow professionals to better understand the complex and important ordinance and its control mechanism.
