Ir Patrick W.M. Ng received his B.Sc. in Civil Engineering from the University of Manchester, U.K. and his MBA from the University of Newcastle, Australia. He is a fellow of the Hong Kong Institution of Engineers (FHKIE) and a Registered Professional Engineer (Civil, Building, Environmental, Geotechnical) of Hong Kong. He is an Authorized Person (AP), Registered Structural Engineer (RSE), Registered Geotechnical Engineer (RGE), and Registered Inspector (RI) under the Buildings Ordinance.

He has 40 years of experience with the Hong Kong Government, railway corporations, consultants, and contractors in Hong Kong, with broad experience in civil, geotechnical & building works, and building maintenance. He acts as the AP, RSE, RGE, and/or RI to take on the consultant role as well as project director, AS and TCP to take on the contractor role, for various buildings, A&A, demolition, building maintenance and repairs, foundations and geotechnical works. He has in-depth knowledge and practice of the requirements of the Buildings Ordinance in both the consultant and contractor roles. Patrick is probably the only construction professional in Hong Kong with virtually all the Statutory Agent qualifications.

Patrick has been the AP & RI for a number of Term Consultancies of the Buildings Department, from Mandatory Building Inspection Scheme (MBIS), Mandatory Window Inspection Scheme (MWIS); to Default Works Consultancies in Investigation, Inspection and Supervision for Removal of Unauthorized Buildings Works, General Buildings & Drainage Repair and Other Associated Works under Section 24, 24AA, 24B, 26, 26A and/or 28 of the Buildings Ordinance; and Inspection of External Drainage System for thousands of Private Domestic/Composite Buildings in various districts.

Patrick serves as a Member of the Appeal (Building) Tribunal, and a Member of the Authorized Persons', Registered. Structural Engineers' & Registered Geotechnical Engineers' Disciplinary Board Panel under the Buildings Ordinance. He also serves as a member of the AP/RSE/RGE Committee of the HKIE. Moreover, he has served as a past chairman of Public Relations Committee and a past chairman of Environmental Division of the HKIE.
