Ir Prof. P.K. Chan

Ir Professor CHAN Pak Keung is an Adjunct Professor of the Department of Civil Engineering of The University of Hong Kong. He is also a former Professor of Practice (Infrastructure) of the Department of Civil & Environmental Engineering of The Hong Kong Polytechnic University and a former Assistant Director of the Drainage Services Department of the Hong Kong SAR Government.

Ir Professor CHAN graduated from HKU with a BSc(Eng) degree in Civil Engineering in 1977. He joined the then Public Works Department to receive 3 years of professional training before he became qualified as an MICE in 1980, working for the Drainage Works Division as an Engineer on the design and construction of Tai Po Sewage Treatment Works. From 1981 to 1987, he worked on the design of various preliminary sewage treatment plants and submarine outfalls on the Hong Kong Island from Chai Wan to Ap Lei Chau. In 1982, he became qualified as MIStructE. He received his MSc(Eng) degree in Civil Engineering by part-time studies in HKU from 1982 to 1985.

In 1987, Ir Professor CHAN was supported by the government on a 11-month postgraduate diploma course on hydraulic engineering (lowland development) at the International Institute for Hydraulic & Environmental Engineering (IHE - Institute for Water Education), Delft, The Netherlands. From 1988 to 1994, he was a Senior Engineer working on the design of the Shenzhen River Regulation and then on the formulation of a Territorial Flood Control and Land Drainage Strategy for Hong Kong by conducting a series of DSD studies conducted by Consultants.

From 1994 to 1998, Ir Professor CHAN served as a senior engineer and then the Chief Engineer of the Drainage Projects Division of the DSD in charge of the design and construction of all the River Training and Polder Schemes in Yuen Long District. From 1998 to 2007, he served as the Chief Engineer of the Sewerage Projects Division of the DSD in charge of the design and construction of the upgrading of various sewage treatment plants and trunk sewers. From 2007 to 2010, he served as the Chief Engineer of the Land Drainage Division of the DSD in charge of the Drainage Master Planning, Flood Monitoring and Report, Research & Development as well as Coordinating Sewerage Master Planning matters.

From 2010 to 2012, Ir Professor CHAN worked as the Assistant Director of the Operation & Maintenance Branch of the DSD in charge of the operation and management of the civil engineering aspects of the drainage and sewerage systems. From 2012 to 2014, Ir Professor CHAN worked as the Assistant Director of the Sewage Services Branch of the DSD in charge of the implementation of the Harbour Area Treatment Scheme as well as the Sewage Charging Scheme. In 2014, Ir Professor CHAN was awarded an Honorary Fellowship of the Hong Kong Chapter of the International Association for Hydro-Environment Engineering & Research.

In 2015, Ir Professor CHAN retired from the public service. Since 2015, he has been an Adjunct Professor of HKU and between 2015 and 2018 was Professor of Practice (Infrastructure) of PolyU. Since 2017, he has been an Honorary Advisor of the China Hong Kong Society of Trenchless Technology and Drainage and Sewerage Consultant of Cinotech Environmental Consultant.
